The existing G. Rollie White fair grounds, located at the edge of the city of Brady in McCulloch County, have been largely out of use for many years. A loss of visitors from in and around Texas has resulted from the lack of events and economic development that had been spurred by these events in the past. The city of Brady and McCulloch County wanted to revitalize these historic grounds. They also sought to create two arenas for rodeo events, vendor spaces, a shooting range, a bow and arrow range, RV spaces, visitor parking, and a new facility for the local 4H club on the grounds. Reliance developed this master plan working with a joint economic development corporation between the city and county, drawing on the expertise of those local to the area.
