Our Bond Program Planning Process

Each district is unique. Our bond planning methodology for Central Texas is tailored to your needs, ensuring alignment, accuracy, and community trust through every stage:

Facility Assessment

We begin with a thorough facilities assessment. This identifies your most urgent and long-term infrastructure needs across all your campuses. We ensure that every project in the bond is data-driven and defensible.

Stakeholder & Committee Formation

We help districts form diverse committees of board members, staff, and community leaders to represent different voices and foster trust in the planning.

Community Engagement & Surveys

Through town halls, in-person meetings, digital surveys, and focus groups, we gather essential community input to shape priorities and refine the Texas K-12 architectural project scope.

Project Scoping & Cost Estimation

We work with your district and staff to define project scopes and costs, creating realistic budgets that reflect market rates and future-proof planning.

Communications Planning

We support the community engagement side of the bond process while helping draft messaging that resonates with community members and meets legal requirements.

Campaign Support & Materials

Need support beyond planning? We assist in public presentations, informational materials, and community-facing communications and messaging strategies that boost voter confidence.

Post‑Election Project Execution

Once the bond passes, we provide architectural design, project management, and quality control to ensure all projects align with the original bond program.

Thrall Independent School District – 2022 Bond Program Planning

  • Bond Amount: $64.8 million
  • Planning Began: December 2021
  • Bond Passed: November 2022
Reliance Architecture partnered with Thrall ISD to plan and support a comprehensive bond program addressing enrollment growth, aging facilities, and evolving educational needs in a rapidly changing rural community. The district sought a clear, defensible bond package that balanced near-term capacity needs with long-term flexibility—while maintaining strong alignment with community expectations for costs and educational programs.

Our Role

Reliance served as the district’s architectural planning partner throughout the bond development process, working closely with district leadership, campus administrators, the school board, and  a community planning committee to translate educational goals into a clear, well-organized bond program. Our role focused on facility assessment, scope definition, budget validation, and communication support to ensure projects were understandable, realistic, and aligned with voter priorities.

Planning Process

  • Program Definition: Developed clear project scopes addressing student growth, instructional quality, and educational programs.
  • Cost & Phasing Alignment: Worked with consultants to validate project budgets and establish logical phasing that respected district operations and future growth.
  • Stakeholder Coordination: Supported discussions with district leadership, board members, teaching staff, and community planning committee to ensure clarity and alignment before the bond was presented to the community.
  • Public Education & Outreach Support: Assisted the district with educational town halls and public presentations to explain project scope, costs, and tradeoffs; developed renderings, graphics, and informational materials to help community members understand proposed projects and long-term benefits.
  • Transition to Implementation: Following the bond’s approval, Reliance continued supporting the district through design and delivery to ensure projects remained consistent with the original bond commitments.

Bond Outcomes & Implementation

The 2022 bond program enabled Thrall ISD to advance multiple district priorities, including:

  • New Elementary School: A new campus designed for approximately 600 students, supporting current enrollment and future growth.
  • High School Improvements: Additions and enhancements to expand instructional programs include specialized CTE and career programs, shops, makerspace, and classrooms.
  • Middle School Relocation & Renovation: Repurposed the former elementary campus into a fully renovated middle school, providing additional instructional space and upgraded science facilities to better support curriculum needs.
  • Athletic Facilities Improvements: Bond-funded athletic upgrades included a new baseball and softball complex, six additional tennis courts and stands, a new weight room, and new concessions and restroom facilities, expanding student programs and community use.
  • District Connectivity & Infrastructure: Site and circulation improvements to better connect campuses and improve safety and functionality.

Reliance remained involved beyond the election, providing continuity from planning through design and construction—helping the district maintain cost control, schedule clarity, and alignment with voter-approved goals.

FAQs

What makes a school bond successful?

People vote for an understandable, believable vision for the future of their schools. School bonds struggle most often when the district’s long-term vision isn’t clearly defined or communicated. When the community doesn’t understand where the district is headed—or how proposed projects support students, programs, and future growth—it becomes difficult to build trust and alignment. Successful bond programs start with a clear, shared vision grounded in educational needs, supported by transparent planning and early stakeholder engagement. Our role is to help districts clarify that vision and communicate it clearly, so the bond is understood as an investment in the future—not just a list of projects or a tax rate increase.

How do we start planning for a school bond?

Bond planning typically begins with understanding what you actually have and what you truly need. Most districts start by engaging an architect to conduct facility assessments, evaluate capacity and infrastructure, and help translate educational goals into preliminary options. From there, the district can begin aligning scope, costs, and long-term priorities while coordinating with financial and legal advisors before any election timeline is set.

How much should our school bond be for?

One of the biggest risks in bond planning is underestimating or overreaching. We help districts evaluate facility conditions, infrastructure needs, and capacity and educational needs to develop a bond program that is defensible, realistic, and aligned with long-term district goals—so the bond amount reflects real needs, not guesses.

When should we start bond planning?

Bond planning should begin well before an election is scheduled. Most districts benefit from starting facility assessments and planning discussions 9 to 18 months in advance, allowing time to evaluate options, align leadership, and clearly communicate needs before decisions are finalized.

How do we balance immediate needs with long-term flexibility during bond planning?

Districts rarely have the opportunity to address everything at once. We help prioritize infrastructure, capacity, and educational needs while testing long-term scenarios through master planning—so today’s bond doesn’t limit tomorrow’s options.

How involved does an architect need to be during bond planning?

Effective bond planning requires more than a budget and a dream. We support districts through facility assessments, master planning, scope development, cost validation, and public-facing materials—staying involved through the election and into implementation to ensure continuity between what’s promised and what’s built.

Who helps a school district plan a bond? Who should be on my bond planning team?

A successful bond planning effort typically involves a small group of trusted advisors with clearly defined roles. Most districts work with bond counsel to ensure compliance with state law and election requirements, a financial advisor to evaluate bonding capacity and tax impacts, and an architect to support facility assessments, master planning, scope development, cost validation, and public-facing informational materials. Some districts also choose to engage firms that specialize in community outreach to assist with communicating district needs, goals, and long-term vision in a clear and accessible way.

What happens after the bond passes?

Passing the bond is only the beginning. After approval, districts typically continue working with their architect through design, documentation, and construction to ensure projects remain aligned with the voter-approved scope, budget, and long-term planning objectives. Design and construction usually take 1 to 3 years, depending on the size and complexity of your project.

What happens if construction costs increase after the bond passes?

Construction costs are never static, which is why experienced bond planning teams build contingencies and escalation factors into early cost estimates based on historical data and market conditions. If costs rise beyond those assumptions, districts may need to make thoughtful decisions—such as adjusting scope, phasing work into a future bond, refining materials or systems, or using fund balance where appropriate. Clear planning upfront helps ensure those decisions are informed and intentional, not reactive.
